The aggressive targets for traffic speed in particular seem built on the promise of more roads by 2016, or more mass transit options to get drivers off the roads. The real eye-opener is that in two years, the targeted road travel speed is a full 10 kilometers per hour faster than it was in 2011. It’s a claim motorists will understandably view with skepticism.
